How to implement a global concept of defence?

COMECE organised a roundtable debate on the possibilities to better articulate civilian and military aspects of a global concept of defence. 25 stakeholders from European External Action Sevice, EU Military Staff, European Commission, European Parliament as well as NATO, UN and from the humanitarian field discussed the opportunities to strengthen the coherence of civil-military relations at the European level.

In the light of the current multifaceted security challenges and in line with the EU´s integrated approach, the participants discussed the necessity of a better coordination between various policy areas and actors at different levels – military and civilian, state and non-state, including civil society and Churches.

From COMECE´s perspective, these efforts should include clearly defined strategic objectives and focus on human security and peace. COMECE will organise further debates on issues related to peace and security in order to contribute to a better understanding of defence as a global concept.
