José Luis is originally from Spain and has been working at the COMECE Secretariat since 2010. He holds a degree in Law (1989) and a Ph.D. in International Law (1995) from the University of Navarre, (Spain) with the thesis “The protection of private and family life in the European Court of Human Rights”.

For 25 years he has lectured in different universities, among them, the University Rey Juan Carlos (Madrid), the Institut Catholique de Paris and the International University of La Rioja.

He is also author of several works, especially in the field of the European and International Protection of Human Rights. He is married and has three daughters. He is interested in Social and Moral Philosophy and History, in particular Numismatics.

He speaks Spanish, English, French and Portuguese.
